This is the easiest return we run, and the one where the alternative is genuinely worth weighing: buses to Baku are frequent on this corridor, so if you are travelling light, staying in the town rather than up a mountain, and not chasing a flight, the bus does the job for a fraction of a car.

Where it stops competing is the ends of the journey. The bus leaves from Quba's station, not from a guesthouse in the hills, and it arrives at a terminal in Baku rather than at your hotel or the airport. If you have come down from Khinalig or Laza that morning, you are already in a car — and the Khinalig to Baku leg is priced as one movement rather than two.
