Nobody travels this as a destination — it is the middle of a week, the move back from the palace and the caravanserai towards the forest and the cable car, or the first hour of a longer run home.

Regional buses and minibuses cover it, station to station, on a local timetable that changes; with light luggage and a flexible morning that is a genuinely easy way to do it. A car is quoted on request because this leg is almost never alone: most people are carrying on to Baku afterwards, and booking Sheki→Gabala and Gabala→Baku together means one driver and one conversation rather than two handovers in a car park.
